Every US citizen and/or green card holder must file US taxes regardless of where they live, and even if they make no income in the US. Any individual who has not filed taxes in the past has an opportunity to start doing so using the IRS amnesty program (Streamlined Filing Compliance Procedures). We recommend that if your Israeli bank asks you to sign a document stating you are American, you only do so after filing the tax returns.
